It highlights the severe economic impacts, the resilience of rural enterprises, and the disproportionate burden on women-led businesses. The report identifies key barriers to recovery—including limited access to finance, digital tools, and information—and outlines policy and practical interventions to support SGBs in pivoting, repurposing, and building long-term resilience
